Mystery Dress from Facehunter

UI check a bunch of the on street fashion blogs daily such as Facehunter and the Sartorialist. Usually I don't find much that I like or can relate to, but I think the reason these blogs are so popular is curiosity. Curiosity for what's ok and how far you can push your own person style. Sometimes I get lucky though and find something super steezy like this dress that I have been unable to Identify, any ideas people?
